When guys see girls talk to other guys, they automatically consider them as flirts. Same with girls, when they see a guy having a conversation with other girls, they see it as flirting.
In my opinion, if they only talk occasionally and when the girl/guy doesn't throw sweet and flirty remarks to other guys/girls, it should not be considered as flirting.
